Preheat oven to 350°F. Crumble sausage into large skillet over medium low heat. Cook, stirring occasionally, 10 to 12 minutes or until cooked through; drain sausage on paper towel lined plate. Meanwhile, dice potatoes into 1/2″ chunks. Cook potatoes in oil in large skillet over medium heat 8 to 10 minutes or until browned and tender. Season potatoes with salt and pepper, stir in green onion. Beat eggs and milk, cook in butter in large skillet over medium heat, stirring gently, until just cooked. Divide sausage, potatoes, eggs and cheese evenly between tortillas. Fold in sides of tortillas and roll up to enclose filling. Place burritos on shallow pan and bake 8 to 10 minutes until heated through. Serve with salsa.
