Cook macaroni according to package directions; drain well. Warm milk in microwave 1-1/2 minutes on high power. Melt butter in large saucepan, stir in flour and salt. Gradually whisk in warm milk. Cook and stir over medium heat until thickened and smooth. Reduce heat to low, add cheese and stir until melted. Stir in drained elbow macaroni and 1/2 of the crushed crackers. Spoon into serving dish and top with remaining crushed cheese crackers.
